A delegation of the Republic of Azerbaijan, led by Chairman of the State Committee on Urban Planning and Architecture Anar Guliyev, is in New York to participate in the United Nations (UN) General Assembly High-Level Meeting on “Ensuring Sustainable Urbanization for All: Joint Action to Accelerate the Implementation of the New Urban Agenda towards 2036.”
The meeting, to be held on 16–17 July 2026 at the UN Headquarters, will review the progress made during the first decade of implementation of the New Urban Agenda, adopted at the Habitat III Conference in Quito in 2016, and identify priorities for accelerating global action towards 2036. Bringing together high-level representatives from around the world, the meeting will focus on affordable housing, inclusive urban development, climate change and sustainable urbanization, as well as accelerating the achievement of the Sustainable Development Goals (SDGs), particularly SDG 11.
During the High-Level Meeting, Chairman Anar Guliyev is scheduled to deliver statements at the opening session, the plenary discussions on the implementation of the New Urban Agenda, and the ministers' roundtable. He will also participate in a special event on the localization of the Sustainable Development Goals and in multi-stakeholder panel discussions, where he will present Azerbaijan's approaches to sustainable and inclusive urban development.
The discussions in New York will build on the global dialogue initiated during the thirteenth session of the World Urban Forum (WUF13), held in Baku in May this year. Bringing together more than 58,000 participants from 176 countries, WUF13 was the largest edition in the Forum's history. The Leaders' Segment, convened for the first time at Azerbaijan's initiative, helped elevate urban development and housing issues on the global political agenda.
The Forum's outcome document, the Baku Call to Action, calls for joint efforts to accelerate the implementation of the New Urban Agenda, expand access to adequate housing, promote people-centred urban development, and strengthen climate resilience. The priorities outlined in the document, reflecting the shared vision of governments, local authorities, international organizations, civil society, academia, youth, and the private sector, closely align with the key themes of the upcoming High-Level Meeting.
In addition, a Contribution Agreement is expected to be signed between the Republic of Azerbaijan and the United Nations Human Settlements Programme (UN-Habitat) for the implementation of a joint project on planning and developing sustainable human settlements in Garabagh and East Zangazur. The Agreement will support the application of modern urban planning approaches in the liberated territories, promote the exchange of international best practices, and further strengthen the long-term partnership with UN-Habitat.
