On 16 July, the United Nations (UN) General Assembly High-Level Meeting on the Midterm Review of the implementation of the New Urban Agenda was held at the UN Headquarters in New York. Chairman of the State Committee on Urban Planning and Architecture of the Republic of Azerbaijan Anar Guliyev addressed the opening session and later delivered Azerbaijan's national statement during the plenary meeting.
In his opening remarks, Anar Guliyev highlighted that the 13th session of the World Urban Forum (WUF13), held in Baku in May this year, had provided new momentum to the global urban agenda and marked an important milestone leading to the High-Level Meeting.
"The journey that began in Quito gave us a shared vision. Baku brought new political momentum to the global agenda. Let New York be the place where we reaffirm our collective commitment to accelerating the implementation of the New Urban Agenda," Anar Guliyev said.
The national statement outlined Azerbaijan's achievements in implementing the principles of the New Urban Agenda. It noted that the country's urban development policy is guided by integrated spatial planning, affordable housing, digital transformation, climate resilience, and the creation of people-centred living environments.
In this context, Anar Guliyev highlighted the reconstruction of Garabagh and East Zangazur, noting that these territories are being rebuilt under the Great Return State Programme based on the Build Back Better principle and modern master plans.
"This approach has a broader significance in the post-conflict recovery period, demonstrating that urban planning contributes to long-term peace, sustainable development, and a high quality of life," he stated.
The Chairman also spoke about Azerbaijan's ongoing urban planning reforms. It was noted that the country's regulatory framework has been consistently strengthened in recent years, while long-term master plans have been updated for 68 of Azerbaijan's 79 cities. He further emphasized that Azerbaijan's first National Urban Policy is currently being developed in cooperation with UN-Habitat.
The statement concluded by reaffirming Azerbaijan's commitment to continuing the implementation of the New Urban Agenda at the national level while further expanding international cooperation in the field of sustainable urban development.
