A joint lecture by Azerbaijan’s Prosecutor General Kamran Aliyev and the Prosecutor General of the Supreme Court of Türkiye, Muhsin Şentürk, was held at Baku State University (BSU).

The event, dedicated to “International Legal Cooperation of Prosecutor’s Offices within the Organization of Turkic States (OTS),” was opened by BSU Vice-Rector Alish Agamirzayev, who highlighted the significance of the initiative. He noted that the OTS serves as a key regional platform fostering political, economic, and humanitarian cooperation among Turkic states, while also enabling coordinated positions on the international stage. Emphasizing the growing challenges posed by transnational and cybercrime, he underlined the need for stronger and more coordinated cooperation among law enforcement agencies. He also stressed the importance of equipping future legal professionals with a global legal outlook.

In his lecture, Muhsin Şentürk underscored the vital role of universities in upholding the rule of law and training qualified legal professionals. He highlighted the brotherly ties between Türkiye and Azerbaijan, rooted in shared history, culture, and language, and noted the steady development of legal cooperation between the two countries. Addressing emerging cross-border threats—including terrorism, human trafficking, illegal migration, drug trafficking, cybercrime, and financial crimes—he emphasized that no country can tackle these challenges alone, making international cooperation essential. He also pointed to the importance of cooperation within the Council of Prosecutors General of the OTS, which contributes to strengthening mutual trust, sharing expertise, and coordinating efforts, particularly in combating cybercrime and other transnational offenses.

Kamran Aliyev, in turn, examined the topic from both theoretical and practical perspectives, highlighting the increasing role of the OTS in the modern system of international relations. He noted that in the context of global transformations, sustainable integration among Turkic states depends on the harmonization of legal frameworks and the strengthening of institutional cooperation.

Emphasizing the concept of the Turkic world as a unified legal space, the Prosecutor General stated that deeper legal integration enhances mutual trust among member states and contributes to regional security. He stressed that effective cooperation requires not only political will but also the alignment of legislation, the development of unified legal approaches, and the implementation of efficient mechanisms for operational collaboration between prosecutorial bodies.

He further noted that transnational crime is evolving rapidly, underscoring the need for coordinated action in combating cybercrime, terrorist financing, human trafficking, drug trafficking, and money laundering. In this regard, he emphasized the importance of mutual legal assistance at the pre-trial stage, as well as the effective collection and exchange of both digital and traditional evidence and the improvement of operational information-sharing mechanisms.
