The delegation of the State Maritime and Port Agency (SMPA) represented our country at the 12th session of the Subcommittee on Human Factors, Training and Watchkeeping of the International Maritime Organization in London. Said Orujov, Director of the Agency's Ship's Crew Department, and Ahmad Lametov, Leading Specialist of the Training and Certification Department, participated in the event.

The main topic of the five-day session was dedicated to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended

The delegation actively participated in the event and substantiated 3 previously submitted proposals. A decision was made to discuss one of the proposals within the framework of future sessions, and it was considered appropriate to discuss the other two proposals by the working group and add them to the STCW International Convention.

The session, which was held on the basis of more than 160 documents on more than 150 gaps, was marked by important discussions. The prepared projects will be submitted for approval to the 111th session of the Maritime Safety Committee of the International Maritime Organization, which will be held in May of this year.

Also, within the framework of the session, the issue of re-assessment of the relevance of the existing competency standards in the International Convention on Maritime Safety was discussed, against the background of the rapid development of digitalization and automation processes.

It was noted that in the conditions of extensive digitalization of modern navigation and control systems, seafarers are required not only to have technical knowledge and skills, but also to have skills in identifying, preventing and managing cyber risks.

For this purpose, it was proposed to add new competency tables on relevant knowledge, skills and competencies in the field of cybersecurity to the International Convention on Maritime Safety.
