On February 2, 2026 a meeting was held between representatives of the American Chamber of Commerce in Azerbaijan (AmCham Azerbaijan) and the State Customs Committee of the Republic of Azerbaijan.
The meeting was organized to discuss issues related to the increase of customs value and the non-application of international practices, as reflected in the White Paper 2025 publication, as well as in certain media outlets referencing this document.
During the meeting, it was emphasized that both AmCham Azerbaijan and the State Customs Committee are always open to transparent, constructive, and open dialogue.
The State Customs Committee presented its position on the issues outlined in the White Paper 2025. Information was provided on the national practices applied in customs valuation with due consideration of international standards, the use of digital tools in this area, the application of the “transaction value” method for determining customs value, dispute resolution mechanisms, and relevant statistical indicators.
It was noted that, according to statistical data for 2025, the customs value declared by foreign trade participants was accepted as declared for 95% of customs declarations where the “transaction value method” was applied. As a result of notifications issued for the purpose of adjusting customs value, the adjusted customs value accounted for only 1.2% of total import volume.
In conclusion, it was agreed to conduct a detailed discussion of the recommendations put forward in the White Paper 2025 between AmCham Azerbaijan and the State Customs Committee and to present relevant information based on the outcomes.
The meeting was attended by the leadership and responsible officials of both AmCham Azerbaijan and the State Customs Committee.
