The World Telecommunication Development Conference (WTDC-25), held in Baku from November 17 to 28, concluded with remarkable success. In terms of participant numbers and the presence of high-level guests, the event exceeded the results of previous years, setting a record.

A total of 2,572 participants registered for WTDC-25, making the Baku conference the event with the highest attendance among recent WTDCs. For comparison, WTDC-2017 had 1,360 in-person participants, while WTDC-2022 saw a total of 1,763 participants.

WTDC-25 also stood out in terms of the number of high-level guests, with 196 senior officials participating in the conference. This figure is significantly higher than that of WTDC-2022 and reflects the growing international significance of the event.

At the Baku-hosted conference, participant comfort, organizational arrangements, protocol, media, and communications were all managed at a high standard. The conference was highly appreciated both for these aspects and for ensuring broad participation of international partners.

One of the key outcomes of WTDC-25 was the adoption of the Baku Action Plan, which will serve as the global roadmap for digital development for 2026–2029. The plan sets strategic directions for human-centered and inclusive digital development, with a special focus on the digital needs of developing countries and underserved communities.

The significance of this commitment is underscored by a global challenge: “More than two billion people worldwide still lack access to the Internet. The Baku Action Plan aims to bridge this gap by providing universal and accessible connectivity, which is essential for ensuring that the benefits of the digital economy are shared across all societies.”
