The State Maritime and Port Agency (SMPA) has taken another step toward organizing the seafarer certification process in a more transparent, efficient, and internationally compliant manner.

As is known, certificates (diplomas) are issued to candidates who meet the requirements of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), including sea service, age, health status, training, qualification, and examinations.

To ensure compliance with the STCW Convention’s requirements regarding seafarers’ sea service, a new electronic Sea Service Record form (https://ddla.gov.az/inst/instruction12.html) has been approved by the relevant Order of the SMPA.

Starting from 1 January 2026, the form will be applied for the documentation and registration of sea service for crew members serving on ships sailing under the flag of Azerbaijan. For this purpose, the approved electronic form has been circulated to companies operating in the maritime transport sector.

The new electronic Sea Service Record form will ensure that seafarers’ service data is documented more accurately, promptly, and in full compliance with international standards.
