The Ministry of Digital Development and Transport (MDDT) held an event as part of the “Year of Constitution and Sovereignty” to commemorate the 30th anniversary of the adoption of the Constitution of the Republic of Azerbaijan.

The event opened with a video presentation highlighting the journey from the adoption of the Constitution to the restoration of the nation’s sovereignty.

At the event, Deputy Minister of Digital Development and Transport Javid Gurbanov, Deputy Chief of Staff Bakhtiyar Mammadov, and Head of the Project Management Department Esmira Samadova spoke about the adoption of the Constitution, a landmark event in Azerbaijan’s statehood history. They emphasized that the Constitution, drafted under the leadership of national leader Heydar Aliyev, laid a solid legal foundation for Azerbaijan’s development as a secular, democratic, and law-governed state. The document enshrines the supremacy of law, protects human rights and freedoms, and upholds social justice and civic responsibility.

The Constitution establishes the protection of state independence, sovereignty, and territorial integrity as its fundamental objectives. Unfortunately, for many years, parts of our territory remained under Armenian occupation, and the authority of the Constitution could not be applied in those areas. Nevertheless, the Azerbaijani state and people never accepted this situation. In 2020, during the 44-day Patriotic War, we achieved a historic victory under the leadership of the Victorious Commander-in-Chief, Ilham Aliyev. Subsequently, the anti-terror operation conducted on September 19–20, 2023, fully restored the territorial integrity and sovereignty of our country.

The designation of 2025 as the “Year of Constitution and Sovereignty” in our country underscores the profound importance placed on the legal and moral foundations of our statehood. Today, the principles of the Constitution are reflected across all areas of state policy, including the ongoing digital transformation. Azerbaijan is making significant strides in digital development and innovation, aiming to become a leading country in the region.
