The results of the monitoring and evaluation conducted by the Center for Analysis of Economic Reforms and Communication (CAERC) in 2025, regarding the activities under Goal 3.2: “Creative and Innovative Society” of the “Socio-Economic Development Strategy of the Republic of Azerbaijan for 2022–2026”, were discussed with the participation of representatives from the government bodies included in the Innovation Working Group. Recommendations and proposals were presented to ensure the timely and high-quality implementation of the assigned tasks. At the same time, considering that this is the final year of the Strategy’s implementation, instructions were issued to complete any remaining activities by the end of 2026.
For your information, based on the preliminary results of the monitoring and evaluation conducted by the CAERC for 2025, the implementation rates of the initial and interim outcome indicators for the activities were 80% and 75%, respectively.
In addition, to ensure the full and timely implementation of the activities under the “Socio-Economic Development Strategy of the Republic of Azerbaijan for 2022–2026” and to coordinate the activities of the relevant state bodies, various working groups were established under the Cabinet of Ministers’ Decree No. 487 dated June 12, 2022, including the Innovation Working Group, which is specifically tasked with overseeing the achievement of Goal 3.2 of the Strategy.
The Innovation Working Group is chaired by Samir Mammadov, Deputy Minister of Digital Development and Transport, and includes representatives from the CAERC, as well as the Ministries of Economy, Science and Education, Foreign Affairs, Finance, Labor and Social Protection of the Population, Justice, Defense Industry, Agriculture, Culture, and Energy. Additionally, the Working Group comprises officials from the Central Bank, State Customs Committee, State Committee for Work with Diaspora, State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, State Water Resources Agency, State Migration Service, State Border Service, Intellectual Property Agency, and the leadership of the Azerbaijan National Academy of Sciences (ANAS).
