As part of efforts to expand the scope of digital services available to citizens, two new services have been launched on the “MyGov” platform. Users can now submit applications online to obtain special permits for the circulation of civil unmanned aerial vehicles (UAVs), as well as their state registration. The integration of these services was carried out through cooperation between the Innovation and Digital Development Agency (IDDA) and the State Civil Aviation Agency.
The service for submitting application for the issuance of a special permit for the circulation of UAVs enables applicants to obtain the initial official permits required prior to applying for the state registration of a UAV.
To apply for this service, users should access the “Services” section on the main page of the “MyGov” app, select the “Transport” category, and choose the service “Submission of application for the issuance of special permits for the circulation of UAVs”. Applicants then enter the required information, upload the relevant documents, and submit their application. Citizens wishing to access the services via the website can visit my.gov.az, access the “Services” section, select the State Civil Aviation Agency from the “Institutions” subsection, and proceed to the relevant service.
The State Civil Aviation Agency reviews the application and documents submitted by the applicant to ensure their compliance with the requirements set forth in the legislation and informs the applicant in the event of any deficiencies. If the application is deemed compliant, or once any identified deficiencies have been remedied, it is forwarded to the relevant state authorities for the purpose of obtaining their opinions. Where all opinions are positive, a final decision is adopted to grant permission for the circulation of the UAV within the territory of the country. For the issuance of a special permit, it is mandatory that the UAV’s main technical parameters are provided and that it is equipped with a remote identification system and geofencing functionality.
The service for submitting applications for UAV registration represents the subsequent stage carried out after obtaining a special permit, and the procedures under this process are conducted in accordance with the Rules on the Operation, Registration, and Categorization of Civil Unmanned Aerial Vehicles, approved by Resolution No. 132 of the Cabinet of Ministers of the Republic of Azerbaijan dated 23 April 2025.
Each UAV owner is required to apply for state registration within ten (10) business days after obtaining the special permits and prior to importing the UAV into the Republic of Azerbaijan, or within the same period following the manufacture of the UAV in the country. The registration certificate is valid for a period of five years, and each UAV may hold only one registration certificate at any given time.
To apply for UAV registration, users should navigate to the “Services” section on the main page of the application, select the “Transport” category, and choose the service “Submission of applications for the state registration of UAVs,” enter the required information, upload the relevant documents, and submit the application. Alternatively, users may visit the my.gov.az, access the “Services” section, select the State Civil Aviation Agency from the “Institutions” subsection, and proceed to the relevant service.
The newly launched services digitize the processes related to the circulation and registration of UAVs, enabling applications to be managed more conveniently and accessibly.
