The Prime Minister of the Republic of Azerbaijan has approved the “Rules for Conducting the Assessment of the Level of Digitalization of the Country’s Information Infrastructure.” The rules were developed within the framework of implementing the Digital Development Concept of the Republic of Azerbaijan, in accordance with paragraph 3.5 of Presidential Decree No. 287 dated January 16, 2025.
Under the new rules, annual diagnostics will be carried out to assess the level of digitalization in government agencies, while a voluntary diagnostic system will be introduced for business entities. Upon completion of the diagnostic process, each participant’s level of digital maturity will be determined, and a development action plan will be prepared.
Based on the assessment results, government agencies will be classified into the levels of “Initial,” “Managed,” “Defined,” and “Optimized,” while business entities will be categorized as “Digital Enthusiast,” “Digital Initiator,” “Digital Implementer,” and “Digital Leader.”
The diagnostic results of government agencies will be submitted to the President of the Republic of Azerbaijan. The Ministry of Digital Development and Transport will provide both methodological and practical support to accelerate digitalization across the public and private sectors.
The adoption of these rules ensures that digital transformation is managed based on measurable indicators and represents a significant step toward the country’s digital future by promoting the efficient allocation of resources.
